We are using Cool Edit 2000 software to generate echo clips to test our echo canceler. I would like to add tail length/tail delay to the echo clips. Is there any option to do the same? What does Transform -> DelayEffects -> Delay do?

The Delay function is used to modify the voices when you have ones in your audio file. For example, many users have managed to replicate known voices of Thor, Chipmunks, Demon, etc. Of course, there are other settings available, but this one is also used.
